01 / OriginsAn engineer’s route into policing
Wabang Jamir was born on 27 April 1971. His home state is Nagaland, in India’s North East — a state whose policing history has been shaped by terrain, distance and the long work of building civil confidence. He is recorded in the Indian Police Service civil list under identity number 19991032.
His qualifying academic training was not in law, public administration or the social sciences, the disciplines that most often precede a police career. It was in engineering: a Bachelor of Engineering in Electronics and Communication. It is a field organised around a single problem — how to move a signal accurately through a noisy medium, and how to know when what arrives is what was sent.
That is an unusually direct rehearsal for intelligence work, and it is worth noting without overstating it. 02 / EntryAppointed to the Indian Police Service
He was appointed to the Indian Police Service in the 1999 batch as a direct recruit through the Union Public Service Commission’s Civil Services Examination, and was allotted the Gujarat cadre. His service formally commenced on 10 January 2000.
Cadre allotment is one of the defining facts of an IPS career. It determines the state in which an officer will spend the majority of a working life, the police organisation they will rise through, and the particular mix of problems they will be asked to solve. For Wabang Jamir, that state was Gujarat — but his home state remained Nagaland, and the public record shows his career moving between the two.
Officers of the Indian Police Service typically begin in district policing as Assistant and then Superintendent of Police, before moving through range, zonal, specialist and headquarters appointments. 03 / NagalandInter-cadre deputation and range command
A substantial part of his mid-career service was spent in Nagaland on inter-cadre deputation — the mechanism by which an officer of one state cadre serves, for a defined period, in another. Nagaland state records list him as Inspector General of Police (Range).
The deputation was not brief. Government records show his tenure extended for a further two years beyond 2 November 2014, and extended again for two years beyond 2 November 2016. Successive extensions of this kind are granted on the request of the receiving state and with the concurrence of the parent cadre and the central government.
Range command is a demanding tier of Indian policing. An Inspector General at range level supervises several districts at once, holding responsibility for law and order, crime, and the supervision of subordinate command across a wide geography — the level at which policy stops being abstract and becomes a question of what can actually be delivered on the ground.
04 / GujaratReturn to the cadre
He returned to the Gujarat cadre, one of the larger and more institutionally complex police organisations in India. Gujarat Police serves a highly urbanised, industrialised and rapidly growing state, with dedicated city commissionerates in Ahmedabad, Surat, Vadodara, Rajkot and elsewhere, alongside district and range structures across the rest of the state.
In May 2019 he was empanelled to hold Inspector General–level posts under the Government of India — a central empanelment that formally recognises an officer’s suitability for senior appointments at the national level.
05 / IntelligenceState CID (IB), Gandhinagar
He served as Inspector General of Police (Intelligence – 1) at the State CID (Intelligence Bureau) in Gandhinagar, the Gujarat state capital. The state intelligence establishment is the part of a police organisation responsible for collecting, collating and assessing information that bears on public order, internal security and the state’s wider security environment.
It was while holding this post that he was awarded the Police Medal for Meritorious Service on Independence Day 2021.
No operational detail of intelligence work is published here, and none should be expected. What the public record does establish is the length and seniority of his association with that function — which is itself significant when reading the city command responsibilities that followed.
06 / SuratCity command
From 2023 his service has been based in Surat City. He was posted as Joint Commissioner of Police, Sector 1, and on promotion to the Additional Director General of Police grade in 2024 he became Special Commissioner of Police, Sector I.
In the state-wide transfer order of 6 March 2026 he was moved out of that post and placed on waiting for posting. On 3 July 2026, following the transfer of the incumbent Commissioner to Ahmedabad, he was given charge of the Surat City Police Commissionerate as in-charge Police Commissioner, to hold that charge until further orders.
