The city
Surat sits on the Tapi river in south Gujarat. It is one of India’s principal industrial cities — a global centre for diamond cutting and polishing, and one of the country’s largest producers of man-made textiles — and it has for decades been among the fastest-growing large cities in India.
That growth is the defining fact for anyone responsible for policing it. A city that expands through sustained in-migration acquires new neighbourhoods, new industrial belts and new traffic corridors faster than any institution can formally extend itself into them.
